How strong can a PIN be?
Not very, compared with a password — and it does not need to be. Ten options per digit means a four-digit PIN has ten thousand possibilities, which is only safe because the phone or the card reader gives an attacker three tries, not three million. The strength shown above is measured on that scale.
So the two things that matter are: use every digit the device will accept, and let them be random. Most guessed PINs are guessed because they are a year, a repeated digit or a shape on the keypad — this tool simply never produces one on purpose.
